actually theres an explanation for that: the police force was corrupt so they voluntarily quit and decided to clean the city by themselves, with the help of their buddy in the car. when the intro says " group of young police officers" it also include the fellow in the car.... :D and lets be honest, if it wasnt for that guy and his cannon, we wouldve been screwed

Being a gamer for 25 years and a huge fan of gaming music i have to agree..Its so hard to get soul in a game in modern times...Because of space restrictions (memory) music had to be good to stand out..not the sounds themselfs but the soul and feel of the soundtrack...These days its all studio,blu-ray or DVD and not to many games have that killer soundtrack anymore.... Shame ...So many great soundtracks from the late 80s and early 90s the snes was full of great soundtracks!!
