I've seen this glitch In Oblivion, Fallout 3 and now New Vegas... They are either to lazy to fix this glitch or they are keeping it for comical value, which it definitely has...

Too bad it always happens at a bad time like in a really serious part of the story or you'll be looking around and turn to look at an NPC to see them doing this and then nearly shit yourself...
