I'm not 100% sure, but I've been told that you have to be a humorous Hawke in order to get that option. Whenever you're talking to someone throughout the game, try to make sure that the humorous (or purple) comments make up the majority of your responses. You don't need to choose the silly/sarcastic responses all the time, just more than the other choices over all. I tried it and it seemed to work.

There are some responses that Hawke will do on his/her own, depending on which dialogue choices you've used the most, he/she will use that tone. But in this case being sarcastic enough will unlock the lie/fire option. Only for Snark Hawke.
