Second: agree that question was weak. Is the War Powers act constitutional. Depends on which constitution you go off of. The corporate one or the Republic one. I watched Obama's lawyer explain how their actions in Libya are not hostilities, and therefore do not fall under the War Powers Act. The reasoning behind this is the definition of the word hostilities. The lawyer said that if we aren't being fired at, there are no hostilities. Basically, as long as they are the only ones being killed it's not war.
