perhaps you havent seen the actual tv show. before this clip, bill says "Why is mascot at the gym so much anyway?"

Then this clip rolls, which is:

A: Set at a Gym

B: Thus treadmills must be present

C: Thus the setting is established for this parody.

Note that the video conveys that is is what these characters always do at the gym, horse around on treadmills in the pretence of it being an actual dance routine. This is "parodising" this gym idea and thus can be classified as a parody.
