We see that "illusive" light loss and failing cheap imported chinese drivers here in Texas also. I've seen 30%-40% failure in 1-2 years with LSI and Beta/Ruud. No BS! I'm sure they will be found to be less than effective, LED street lighting is a bad idea, I would go with ceramic metal halide.
