I thought of both these things, but I left the frame in because that's more akin to how Pages From Ceefax looks - you get the entire picture you'd see on Teletext. And I tried the clock in 16:9 but 4:3 had more of an "old telly" feel, which is what I was going for. But thanks for the feedback.

Until probably 1990, the TV stations in the UK were not 24 hour. Certainly in the middle of the night they would shut down, but also sometimes in the afternoon. Instead of showing nothing, they played music like this and pages from their 'teletext' information service called, on BBC, 'Ceefax' and on ITV 'Oracle'. So this is a joke comparing the old days of entertainment and information, with the way things are today! Hope it makes sense now.
Oh, it went way past 1990. I was at university in the late 1990s and it was still common practice. In fact, there are now lots of stations which aren't 24-hour - BBC3, BBC4 and the kids' stations only run half the day - and BBC2 still does close down sometimes, and I believe they still use Pages From Ceefax to fill the gap!
Thanks for all the comments! Incidentally, one of the Google pages is genuine (as well as the "end credits" ones, which were just whatever came up when I typed in the credits). A few people have LOL'd at the real one already.
