It's Glen Alvelais in the video. He replaced Alex and was on the "Return to the Apocalyptic City" EP from 1993 [he was back in 1997 for a short time too]. James Murphy joined the band and played on "Low" from 1994 and "The Gathering" from 1999.

The solo on this song and the video was recorded by Alex Skolnick (it's a shortened version in the video)

Putting aside I've never been a great Megadeth-Fan, check out f.e. Overkill or Flotsam&Jetsam, or Sacred Reich. Or all the german thrash bands like Kreator, Sodom, Destruction, Tankard, Vendetta... they sound totally different then US Bands - not better or worse, just different. Onslaught are still playing, and also are Mortal Sin. And check out all the young bands that keep the style alive. Im not the fanboy-kind... just trying to enjoy good music. Give it a shot ;)
