Theres bilingual signs all over Wales. There are areas of England as deprived as those in Wales, its not all roses this side of the border either...

There is no exclusively 'English Parliament/Assembly or 'English Government'. I'm not suggesting everything is perfect but I think you're being a little dramatic to describe Wales as occupied.
