sailor moon was going to fight chaos but she ran away from the fight so to make evry thing right sailor moon or sailor cosmos (which ever you like) went to the past the prevent sailor moon from running away and to make sure that sailor moon defeats chaos
and also sailor cosmos is the strongest form of sailor moon even stronger than neo queen serenity

In the manga, Sailor Cosmos is Sailor Moon's Ultimate form who first appears as ChibiChibi
to help aid her.
In the anime ChibiChibi is Galaxia's starseed.
