Plasma is when you heat a substance to the point where all of its electrons are stripped off leaving positive nuclei and negative electrons, seperated, flying around in a sea of ... plasma.

There is a very distinct difference. The reactions would not be there if the matter wasn't there, but if it wasn't there, then this discussion would not exist at all anyway. It is a mute point. Fire needs a flammable gas or liquid to burn, but it also needs an ignition, which can take many forms. It is all entwined & interdependent.
