I purchased The Underdog Chronicles DVD at Cracker Barrel and this particular short was featured as a bonus (in fact, it had every cliffhanger short on there). The fact that they attempt to make rain as weathermen just cracks me up. It's such a silly premise, but it makes the short enjoyable to watch.
Gosh. All you have to do is walk in to a Weather Bureau, tell them you have experience -- and you've got the job just like that! But beware of gun-toting farmers demanding RAIN. And worse than that, what the town folk will do once you DELIVER the rain!

Yea I remember nickelodeons. The used a bunch of still frame pics that folded down in series to simulate motion picture.
