In times of war, everything is fluid, especially the rules of contracting and the handing out of contracts. Lucrative contracts aside, this is one of the most criminal acts that can be recorded. Handing contracts out as influence peddling is not in the best interests of the U.S. But people being what they are, politicians will go beyond the law and give contracts to known terrorists and thugs without regard to the human rights issues and the issues of law.

If I'm under Congressional investigation I can get a multimillion dollar contract from the government.

The moral of the story is... if you're gonna get caught with marijuana make sure it's enough to put you under Congressional investigation and you'll make it big. At this point you'll be too big to fail and you become untouchable. You win.
