That is annoying if it's everyday, every hour. I have 2 dogs who stay indoors unless we're home and don't bark. This week they barked outside after 10pm. The neighbor called animal control!!
So make sure the problem is really a problem before ruining somebody's life.
you should put together loud parties late at night...perhaps invite your other neighbors over, or schedule parties with your friends that start at about 8pm and go on as long as you can with all your sliding doors and windows open. alcohol and music is a must! Or perhaps an ultrasonic pest repellent along the perimeter of your neighbor's house
