From what I understand, he voted 'yes' to move the senate toward a vote on cloture and then voted 'no' on cloture, which effectively helped kill the bill all together. I think if they had not done that, there may have been amendments added to this piece of junk bill that may have swayed a few more senators to vote in favor of cloture, and ultimately its passage. I think it was a good move.

Wrong. He voted Yes on cloture on Tuesday, and then he voted YES again on Thursday, to end debate and vote. Eleven minutes later, when he saw that cloture was going to fail and he was going to be on the losing side, he went up to the well and CHANGED HIS VOTE TO NO.

He only voted no when he realized that cloture was going to fail and he didn't want to be on the wrong side. It was not his original intention or vote.
