It was an inaccurate shot, whenever you shot it didn't hit the barrel, it simply went to the left and struck him in the head. You might be able to see that snipers shoot 2 bullets if you are watching one shoot at you. This is an example of what happened.

intervention is kind of weird like the bullet lasts longer then a normal bullet. if you there are two people standing side by side and you shoot one while dragging towards the other you might get a collateral even though theres no way in real life the bullet could have gone through them
