Musharraf or the Supreme Court did not have any authority to amend or validate any extra- constitutional measures.The PCO of Nov. 3 was not similar to PCOs of 1977 and 1999. Therefore an unlawful and unconstitutional order can be withdrawn on the advice of the Prime Minister or it can be cancelled as unconstitutional.
