I've noticed that it's the volume of her voice that changes the raspiness. When she's on a talk show and speaking a little louder, the raspiness is a little less noticeable. But when she's on OTH, there are a lot of scenes where she's speaking much softer (during close-ups, etc.) and that's when her voice tends to cut out a little more.
