@westernciviliznation I got a hard copy of my city's 1995 CAFR from the public library...it's hard to decipher but what I did find was that they say straight out that they are "reserving" enough funds to finance the local gov. for 6 months...in case of an "emergency"...which is the same as saying that they are insuring that if / when there is an economic collapse THEIR jobs and paychecks will be covered, while everyone else suffers...figures.
@westernciviliznation...most cities have an online listing of their CAFR within their city website, through the finance department, which should have the previous years CAFR listed. My city passed a paperwork reduction program so now they only print out 18 CAFR copies that go to certain public locations...library, city counsel office and the like for the general public to read. You can't get a hard copy for yourself.
