Executive Outcomes was based in South Africa and in 1997, the South African government passed the Military Assistance Act which forbade them from operating out of South Africa. The company was essentially broken up but reformed a little over a year later as Sandline International based in the United Kingdom.

Hey... Did you know who Blackwater USA is? They are Mercenaries. Did you remember the "Death Bridge" of Fallujah? Those 4 dead bodies were actually one of ours, and they were supposed to have 3 ppl on each SUV, but noooo... and their helicoptors are very defensless!
