The girl speaking IS Jackie Chan but although she was Chinese she was actually born and raised in Trinidad, so didn't speak Chinese. When they recorded the track and the sound engineer wanted to add an authentic touch, they asked a local Chinese guy to write a few words which Jackie read out phonetically so no-one actually knows exactly what she's saying!
Ah yes, but did you know that the core of Simon Dupree were the Shulman brothers, who eventually became Gentle Giant? Who, you say? Those of us who know can't believe Gentle Giant came out of this weird, poppy band. Also, for a time, a piano player named Elton John played with Simon Dupree. Ah, trivia...

My wife, who is Cantonese, says the girl is speaking Cantonese and I must say I agree. You can hear her say, "Ngor oy lay" which means, "I love you." It's still a great song with a lovely tune that echoes when one is on beach or somewhere the same.
Simon Dupree (The Shulman Brothers) met up with the Beetles (Sargent Peppers) on their way into the recording studio and they let them borrom their intruments for "Kites."
