Please don't tell me it's the WINDMILL making that NOISE ?!?!?! If my neighbors had a turbine like this one, I would so KILL them. ALL !!!

Yes, the machine is very old...perhaps 20 years. There are other issues with Darrieus as I outlined here on the ESawdust com / blog / windsolar

It's this kind of thing that give green power a bad name. It's way too noisy to be practical.
