I couldn't find it at first either, you need to go to Paradise falls and talk to the guy at the entrance. He will say you need to bring him some slaves and will give you the mesmatron and slave collars, the go to the quest marker and one will be enslaving Arkansas from the mine field, it will then become a location on your map. Careful though, Arkansas has a sniper.
