Sets have nothing to do with that. See the Paladin that's with him? Well that Paladin has a party buff called Time Reverse. It reduces the cast time and cooldown by 1.8 seconds. For Ninja's this means Daggers only have 1 sec cooldown, making 'em spammable. That's why he can throw daggers like mad.
