Apparently the only reason ever given for the lack of a marker is "the wishes of the family."

Frankly, this is a rather callous and inadequate explanation, and I think most of his fans feel the same. If he specifically requested this, or if he's later to be buried with Barbara & his sons -- fine, but why not say so? It just lends credence to the story that Barbara O. had no interest in Roy or his fans other than the money they generated.
