Of course you can use Flash for Professional Cartoons...Look at Foster Home For Imaginary Friends.
Btw, I love this show to bits, never too old to watch a talking cat made out of other cats...

Yeah. I worked with the UK animation team in Bristol. The company is called A Productions. We animated half of the episodes, and a French team did the rest.
The last few shows I've worked on for TV have been done in Flash. You can literally produce broadcast quality (as long as you know what you're doing) animation straight from your PC.
There is usually a fair bit of After Effects involved as well, of course.
