I've always understood it something like "So here we are again, I feel nothing even though I should. Here comes Mr. Freeze, the guy that make my feelings numb." Also, the line "How it comes that I feel so high when I ought to feel lower" tells me that he is later released, set free and dissapears - so the feelings are back. Does that help ? :o)
