You have to make the wager first. I was in 2nd place and had more than 1/2 of what the guy in 1st had, so he had to wager enough so that if we both answered correctly, he'd win. Most likely, he'd wager exactly enough to have $1 more than me if we both answered correctly. I wagered so that if he missed it and I answered correctly I'd have exactly $1 more than him. I couldn't do that for the win and block against the woman in 3rd place at the same time.
