Cheney was NOT a buffoon.
Cheney was (is) a very smart but totally unethical man who was engineered into that position by the PNAC neocons (of which he was one) in order to drive the US into the middle east invasion to support the war, arms, and energy interests of the US and to force the neocon's agenda (world dominance).
Cheney was clearly the president, and W was merely his mouthpiece, figurehead, and assistant.
