I thought that is sounded like Garden where Solutions are found as well. There are definitely some unused sounds in there though which I've never heard used in ANY of Hirasawa's work.
Originally it was supposed to be a full song from Sim City and a year later, 13-15 June 1996, it was just left like that like many other in-work files Hirasawa-san makes. It came to use for events ambience though - loops' like that's common fate. There are over 1500 like that...
yea susumu makes a shitload of remixes, but all of them sound good, the originals, and the remixes, just amazing, one of my friends went to see him in concert, it was 2006, cuz he has family in japan, LUCKY BASTARD!lol

It seems that Hirasawa used parts of this song to create "The Garden where the Solutions are found" from Philosopher's Propeller.
