His word is (almost) final in all aspects of it's governance and he is ultimately responsible for the smooth and efficient manner by which it's policies, foreign and domestic, are implemented. This is onerous job and it's protocols weigh heavily upon his mind at all times. If he misses a salute every now and then, it is semi excusable--he surely doesn't do it on purpose.
