He was stood on a public walk way that is not hiding. He was only out of view to your camera's position in relation to where he was standing. Why should the traffic warden have to walk on when he sees a ticket about to expire in a what seemed like less than a minute? He'd just make a note of it and pop back anyway. If you're stupid enough to not make sure you're back in time to cover it with at least several minutes to spare you deserve the ticket. Sure you can believe all you want that they have the right to do so, just like you believe you HAVE to pay income taxes every year. Only officers of the law can issue you a citation, these "people'' are just ordinary citizens with no authority whatsoever, just like Ontario bylaw. So in a case like this, you remove the ticket and be on your merry way. As easy as that

Traffic wardens are NOT meant to stand around and wait for the time on a ticket to lapse. If when they check it, it is maybe 5 minutes off running out, they cannot then wait for 5minutes and issue a ticket. They must carry on with their job.
It is not illegal or an offence in ANY way to use a video or regular camera and film/photograph anything on public property.
This traffic warden is breaking the law by waiting around as he did.

Any person walking along the pavement or a house up or down the street more would of clearly seen him. To be hiding he would of had to crept into some bushes or something. So pay the meter next time.
