Childish or be a Child I suppose. I have a child in my game that was able to do it. He had the traits of Virtuoso, Genius, and Bookworm.

@MegaMissJoyce Can any of you assholes read the description or comments? Or at least realize there was a big splash at 1:08 ? This is not fake. Google up "fishing in pool Sims 3" exactly as is and you will realize that this is not fake. Try it yourself, make a sim with the childish trait and you can do it.
