A star requires a minimum amount of mass in order to perpetuate fission and remain a star. Neither Jupiter nor (especially) Saturn has enough mass to even be a brown dwarf, let alone anything we would call a star. If they did, they would already be one. I suppose it's possible you might actually cause one of them to explode and burn for a short time, but why? However, there is no way a bomb could "ignite" a planet and start a fusion reaction. Stems from a misunderstanding of nuclear and stellar physics. No earthly power can make a star, to start a fusion reaction in a ball of hydrogen with such little mass would require godlike powers.
Cassini does not have a bomb, nobody wants to make Saturn or Jupiter into stars, and it is impossible to do so.

If Saturn were to ignite into a brown dwarf millions of people would not die on earth... The surface temperature on a brown dwarf is 750K , and that is a brown dwarf that 8x the size of Jupiter. The Suns temperature is around 5500K - 6000K. Saturn is about 8 times farther from Earth than the Sun. So even if it ignited the temperature increase on Earth would be a lot of nothing...

A star requires a minimum amount of mass in order to perpetuate fission and remain a star. Neither Jupiter nor (especially) Saturn has enough mass to even be a brown dwarf, let alone anything we would call a star. If they did, they would already be one. I suppose it's possible you might actually cause one of them to explode and burn for a short time, but why? It would kill everyone quickly, no one would be left to appreciate it, and any underground would be there for the rest of their lives.
