Redemption is all well and good, but redemption has to be done "over a period of time" and in a tasteful and intelligent enough manner as to not PO the audience. The concept of chemistry is also vital to any pairing and Chloe and Cane (imo) do not have it - Lily and Cane do! Given the sudden shift in Chloe's attention towards Billy, it would appear that TPTB (and fans alike), also recognise this. Peace!
