It's a reflected arrow. It doesn't yet have it's own icon, if it ever will. So it uses the default headshot icon.

However, ya got it showing the Sniper Rifle headshot icon, instead of the Huntsman headshot icon... though it really should be showing the Deflected Arrow kill icon instead of either of those. :P

Check the TF2 wiki.

Arrows can be reflected, and they have a kill icon to themselves, but if you headshot with them, it uses the sniper rifle headshot kill icon. Also, a flaming arrow reflect kill shows the same icon as simply killing someone with a flaming arrow.
