Even though this episode is kind of rush, I think Derek's feelings for Emily are genuine, and have been developing for some time. He has grown up a lot especially because of his previous relationship with Sally. I think that since Emily had a boyfriend Derek thought that after everything he put her through it would be unfair of him to get in their way. But once he realize she was single he didn't hesitate to ask her out or let it out that he wanted to be her boyfriend.
