Opacity: 10%

My question: When the layer is locked the opacity setting for the layer is disabled. Which opacity setting am I setting to 10% ?

@StephanieValentin If you have Photoshop CS5 try the new Mixer Brush instead of the smudge tool. It really is amazing, just like painting with oils, without the mess/smell of turpentine.
