just draw a circle around it with the area-choosing tool. then right click next to it and choose free transform. then you should be able to rotate the chosen area or make it bigger/smaller

by using we can make big eyes from small, but how can we make big eyes to small. pls tell

you can also make eyes smaller that way. but you will have to fill some space with the repair stamp

it's called "super screen capture" (what a creative name^^) and is by zealsoft. I think there is a 14-day-trial version of it somewhere...

Could anyone please tell me which version of 'Adobe Photoshop' this is (I did a search and there were versions 6.0 and 7.0 and so on)? I bought Adobe Photoshop Elements 5.0, which was the wrong software, and the screenshot of the program does not look like this one at all. It would be a great help....

Looks like CS2 to me. I don't know if you'd be able to get CS2 now that CS3 has been released, but either one will probably suite your needs.
