Apparently, it's supposed to help if you take Pepto-Bismol before eating one of those peppers. Stuff like milk and water doesn't have enough strength against any acids or oils that are found in the pepper (which could probably severely cause the stomach damage). I think that's what one of the guys from "Fear Factor" did, and even then he complained!

You should rub some food oil or such in your tongue, since it helps quite a lot, after that, maybe some soap, and wash them both away, should be 70% or more gone. :>

You obviously dont know a thing about peppers and chemistry. The active component of peppers is capsaicin which dissolves in fat (and alcohol). So the milk probably your best bet after eating this peppers.
