i cant understand why the honest people of rosarito and tijuana (especially businessmen) dont do anything to take back their city.

if criminals tried to do the same to cancun, i could guarantee that no matter how powerful the criminal was the business owners run them out of town fast. how could i let my profits shrink to let them have their way with my city?
