Looks like the controller partially lost communication with the car, that and the fact that you said the lights dim when the motor runs suggests bad wiring all around, not for sure Dover's fault... but it probably is.

@LittleRockElevators By the sounds of it and my experience with holeless elevators, I am pretty confident to say that this is holeless. I also heard from staff that the soil near the new wing can be unstable.
I think the call button fault at the beginning was actually on purpose. If this is hole-less hydraulic, the pistons may have been out of sync. If this happens, the controller switches to a resynchronization mode and stops all normal operation so that the pistons can resync again. During this time, the car will make sudden stops, drops, etc. to get the pistons back in alignment. The only good thing I can say about this lift is how quiet it is, but that is it.

@suzzex Te lantern bit was most likely because of the resync mode. The buzzer is probably a faulty board somewhere, probably in the position indicator driver.
This could actually be a holeless hydraulic. Although rare Dover did occasionally make holeless hydraulics and they were prone to re-syncing problems. I filmed an elevator that was behaving very similar to this. No buzz, unresponsive, and made a big smash. The one I'm talking about is holeless and the elevator technician told me that that's why it was making those noises. As for why the buzz disappears I have no idea but it did pretty much the same things you mentioned in the description.
I rode an elevator like this at the Orlando Country Inn & Suites. It was a later dover elevator ( The other elevator in the bank was branded as "Miami", A Dover distributor.
