According to every source I can find, it was recorded sometime between 1982 and 1984, and released on Vai's 1984 album "Flex-Able Leftovers"

But the lyrics of the song feature references to "Grunge Rock" and the term "World Wide Web", neither of which existed in the early 80's.

(Oh, and by the time this track was [supposedly] released, Vai and Zappa had parted company, so I reckon this is someone imitating him [badly] here.)
