To diversify the gene pool, that how we say :) Thanks, dear Coach ! ;)) Yes, some has hair, but the breeders only keep the naked ones for reproduction. Raoul is the result of a consanguinity, an experiment to show up his parents' qualities, that's why he's castrated.
Actually, from the way you describe it, they are probably trying to 'enhance' the sphynx gene pool to include some personality or physical traits of the Devon Rex, except the hair. Sounds neat!
