Bigger budgets allow more resources, more scientific research, more tests, more scientific personel, which of course leads to technological advantage. But underestimating scientists of other countries calling them amateurs (non professionals) is totally wrong, my friend.
@BitnikGr The F-22 and F-35 are fifth generation stealth fighters, the only ones on the world. It is not useful to compare "professionalism" to new technology. The Japanese Zeros were professionally made, but were obsolete by the end of WWII. The SU-30 and Mirage 2000, etc. are simply unable compete with them.

Engineers, designers and other scientific staff is on the same professional level in most leading countries. But budget and technological advance is not equally the same. With that upgrade F-22 will still have an upper hand. But I am very doubtful about how succesfull F-35 will be...
