Seen before, what he's doing is stopping windows from taking up bandwidth for windows update. You will only see the slight increase when your windows is trying to search for updates. I wouldn't recommend it.

It also doesn't make any difference at all, since the bandwidth allocated for windows update is in low priority, so actually you use your full bandwidth on your web browser and other internet programs.
