Yep, they're actual characters from the show. I especially find the "sailor clown thing" (Aka Penchinon) kinda eerie.. that's why spoofing him is funny!

Last night, I watched an episode of a show called "The Late Late Show with Craig Ferguson" and it opened with Craig in a pirate costume and others in sailor outfits dancing to the song "In the Navy". That reminded me of the Penchinon clip from this video.
