LSSJ = "Ascended Saiyan"; it's an improper version of SSJ2 like Trunks and Vegeta had achieved coming out of the Hyperbolic Time Chamber. Like Cell explained, it's too slow and bulky, but Gohan manages to do it properly, ending the Cell games.
So the form of Broly we see would likely succumb to Perfect Cell, unless there are other factors behind his power, for example his innate hatred of Goku, and his official title of Legendary SSJ might tip the scale.

@truthIsStranger Actually the form Trunks turned into was STRONGER than Cell (and presumably SSJ2) however in that form you were lacking speed and was therefore unable to land any of those hyper powerful hits.
So IMO Brollys figthing abilites put him betwenn SSJ2 and SSJ3, but he would still be able to overpower 3rd form in longer fights. (based on 2nd brolly movie and Buu finale)
