While there are areas in the arctic that are permanent snow, nobody goes or lives there (except for natives). Similar to your red centre. That is not a significant amount, and it's especially tiny when you consider the price of goods in Australia being 2 to 3 times higher than Canada.

The Huron was simply the first to go. In fact, just last oct of 2011, the Canadian government spent 30 Billion dollars on 23 new warships. 15 Single Class Surface Combatants, nuclear submarines, amphibious landing vehicles, arctic defence craft, helicopter carriers.
