Its been my experience that one way church staff members, be they overt or covert (undercover) agents, "handle" their opponents is by outnumbering them. In the case of this picket, the numbers are not on their side so they do not come out. My guess is that if there were only two picketers you would see three OSA agents out to "handle" them.
